Local housing development reproduction project was founded in 2019 to reproduce the housing developments where the population has reduced due to the decline of communities and the aging of residents. On the other hand, the Location Normalization Plan has been formulated until now in many local governments. However, other studies revealed the existence of the housing development excluded from Residence Guidance Area. Therefore, this study was aimed for that it got knowledge about a method to manage the housing development by the plan. Specifically, it investigated the handling of the housing development in the plan. And it performed an investigation and the hearing investigation into plan and clarified the factor that a housing development produced and a future policy.
