This paper is to report the problems and issues of the community environment in the tsunami-affected area for post-reconstruction work. This research analyzes resident needs about the community environment in Kamaishi City, Iwate Prefecture. I did two other surveys to understand the needs of the new reconstruct community. One is a focus group interview for a community environment with residents, and the other is a questionnaire survey on the degree of improvement. In the questionnaire survey, I use the Mann-Whitney U test to compare the community environment of the tsunami-affected area and the unaffected area. It found a significant difference in the walking environment(P<0.01) and the fulfillment level of the community place(P<0.01). Combining qualitative and quantitative knowledge, I view some problems about improving the new community environment for the next period.
