This study aims to quantitatively clarify the influence of the basic direction of establishing Residential Promotion Areas. Focusing on the factors of population density, public transport convenience, and disaster risk, we analyzed the influence of these factors on the establishment of Residential Promotion Areas for cities and metropolitan areas with increasing and decreasing populations. Results show that the population in 2040 has a particular influence on the establishment of Residential Promotion Areas in cities with increasing populations, and that areas at high risk of disaster tend to be excluded from Residential Promotion Areas in cities with decreasing populations. Moreover, results show that the population in 2040 has an influence in the metropolitan areas of Tokyo, Nagoya and Osaka, and that railroad convenience has an influence in the other metropolitan areas studied.
