The purpose of this study is to clarify the development trend of super high-rise apartments by the relaxation of the floor area ratio in Tokyo 23 wards, the influence of the high-rise housing on the residential area in the city center, and the designation of height control zone. As a result, it became clear that 1) the construction of super high-rise apartments increased in the center core area in the 2000s, 2) the supply of super high-rise apartments contributed to the recovery of the population in the central part of Tokyo, and 3) the local governments with more super high-rise apartment, where the difference in the designated floor area ratio is larger than that of the surrounding area, tended to designated height control zone to conserve the dwelling environment.
