The purpose of this paper is clarified the recognition of issues and measures in areas where renewable energy facilities are installed by local governments. The study targets basic municipalities in Japan that have enacted renewable energy ordinances. The results of the survey revealed the following. 1)For issues related to the relationship between developers and residents, it is important to build consensus with discussing of local values. 2)Development problems are occurring on unmanaged land, and it is needed to consider this issue with the measure of conservation and management of mountains and farmland. 3)There are issues related to residents' awareness of renewable energy, and measures for energy transformation from a broader perspective are needed. 4)If the problem becomes more pronounced, it will be difficult to deal with it. A plan for the energy transformation in the region needs to be discussed as soon as possible.
