Suicide Prevention in South Korea <br />韓国の自殺予防<br />

日本では1998 年に自殺が急増し、統計史上始まって以来、初めて年間自殺者が3 万人を超えた。以後、14 年間も「年間自殺者3 万人」時代が続いた。この危機的な状況に立ち向かうべくNPO 法人ライフリンクが立ち上がり、短期間のうちに10 万人署名を成し遂げ、国会議員を動かし、2006 年に超党派議員立法で自殺対策基本法が成立するに至った。翌2007 年にはこの法律に基づいた自殺総合対策大綱が閣議決定され、国を挙げてさまざまな対策が実施された。その結果、2012 年に自殺者は3 万人を下回り、以後、2019 年まで順調に低下を続けた。しかし、2020 年からのコロナ禍で自殺者数は増加に転じている。自殺対策基本法と自殺総合対策大綱によって何が変わり、何がなされたのか、そして、どういう課題が残っているのかについて検討しておくことは、今後の自殺対策を考える上で重要である。一方、韓国では2011 年に自殺予防に関する法律ができ、台湾では2019 年に同様の法律が成立した。このような法律を持つ国は世界でも珍しい。それぞれの成立の背景や法律の内容、行動計画などを知ることは、互いの自殺予防対策のさらなる推進に寄与するだろう。その中で、精神科臨床の果たす役割についても考えたい。
