岩手県の自殺対策

2006 年に自殺対策基本法が策定、2007 年に自殺総合対策大綱が示され、国家的な自殺対策が進められている。2016 年に改正された自殺対策基本法では都道府県、市町村によって都道府県及び市町村の自殺対策計画が定められることが義務付けられている。そして、国はその計画に基づいて当該地域の状況に応じた自殺対策の必要な事業、実施する都道府県・市町村に対する交付金の交付を行なっている。そして、2022 年の自殺総合対策大綱の改正により、都道府県、市町村では自殺対策計画の見直し作業が進められているところである。世界各国では自殺対策に大統領など国家を代表するものが対策に関わり、社会に重要なメッセージを示してきた。そして、住民が安心して暮らせるように、首長がその責務として自殺対策の推進の中心を担う。日本においても、自殺対策では自治体それぞれに、自殺動向や地域状況を踏まえながら自殺対策が推進されており、自治体首長の果たす役割は大きい。本シンポジウムでは自治体首長による自殺対策のイニシアチブの取り方、自殺対策の推進のあり方、対策の評価の仕方、などについて取り上げたい。シンポジストとしては、都道府県として自殺高率県で大規模災害の被災地でもあり、長く中心的な役割を果たして来た岩手県、自殺多発地域を抱えている山梨県の首長、市町村として僻地で自殺対策に取り組む別海町の首長を予定している。
