We propose an approach for generating OAM modes using coupled L3 cavities in a slab-type photonic crystal. Waveguides break the system’s mirror symmetry and introduce asymmetric loss, enabling chiral OAM modes. By tuning the waveguide structural parameters, both a relatively high Q factor and strong chirality are achieved.
