We propose an observational system by a spaceborne microwave radiometer (AMSR3) for long-term and continous high-frequency, high-resolution, all-sky observations aimed at the long-term monitoring and better understanding of global water cycle and climate variability with the measurements of sea-ice concentration, snow depth, sea surface temperature, precipitation, column water vapor, and soil moisture etc.
