In recent years, artificial intelligence (AI) has been increasingly deployed as a decision support system across various social domains, raising concerns about responsibility and explainability in AI-assisted decision-making. This study examines how roles and responsibilities should be structurally designed between humans and AI from the perspective of human-centered AI. By analyzing decision support systems through the lenses of ethics, explainability, and responsibility, we propose design principles that ensure AI supports human judgment without replacing it, while maintaining the final accountability with humans. This paper aims to provide a foundational framework for the ethical and institutional design of AI in social implementation.
