In 2025, the Japanese government approved the Artificial Intelligence Basic Plan by Cabinet decision to transform Japan into a premier nation for AI development and utilization. This study quantitatively investigates how Japanese newspaper editorials framed this significant policy and contributed to public discourse and social consensus building. Frequency analysis reveals a strong media focus on national strategy, economic growth, and geopolitical competition, alongside persistent concerns regarding AI risks and malicious use. Furthermore, correspondence analysis visualizes contrasting structural frameworks in the media's agenda-setting. Specifically, it highlights a primary axis pitting economic promotion and service utilization against strict risk management and regulation. A secondary axis contrasts macro-level industrial perspectives, such as human resources and corporate infrastructure, with micro-level concerns prioritizing individual rights, safety, and security. Ultimately, the study underscores how diverse media framing provides citizens with the multifaceted viewpoints necessary for informed social decision-making regarding dynamically evolving AI policies.
