We show that the complex transmittance of one of the circularly polarized waves can be controlled arbitrarily without affecting the propagation of the other circularly polarized wave using a single-layer metamaterial where helix structures with maximum chirality are arranged so that the Brewster effect occurs. We numerically analyze the property of the single-layer metamaterial where the helix axis coincides with the propagation direction of the reflected wave and find that the complex transmittance of one of the circularly polarized waves can be varied arbitrarily while that of the other circularly polarized wave is unity.
