We investigate the torque exerted by a 1030 nm femtosecond vortex beam on thermally generated free carriers in GaAs. Under collisionless conditions with only Lorentz and Coulomb forces, no stable torque appears. Including damping (scattering/recombination) produces a stable rotational torque correlated with the beam's orbital angular momentum, and the torque magnitude increases with the damping coefficient.
