This paper discusses a system that transmits camera footage from station platforms to trains using local 5G, supporting crew members’ safety checks before door operation in one-person train operation and similar services. A verification test conducted around Shin-Narashino Station confirmed that, after an onboard terminal entered the local 5G coverage area, the time required to detect the base station and start displaying video was practically feasible. However, in actual operation, onboard terminals running on commercial lines may receive broadcast information from local 5G base stations operated by other organizations. Since local 5G systems in Japan share a common PLMN ID, an onboard terminal may mistakenly regard another operator’s network as a candidate home network and attempt synchronization and connection. Although the connection is ultimately rejected through subscriber authentication, this process may delay detection of the desired station’s base station and the start of video display. This “mobile terminal issue” is not limited to railways, but may also arise in local 5G use cases where terminals move through long, narrow private areas such as roads. Therefore, institutional arrangements suited to real-world operation are needed to further promote local 5G deployment.
