In mobile communication networks, the IP Multimedia Subsystem (IMS), which provides voice and multimedia services, plays an important role as a service platform independent of generation. In particular, IMS is expected to continue to be operated as a core platform supporting voice services such as VoLTE and VoNR. Since voice services are especially required to maintain service continuity even during disasters or sudden traffic surges, ensuring their reliability is critical. In this paper, aiming to improve the resiliency of IMS, we propose a method to suppress congestion that may occur when a UE is unable to access IMS.
