Terahertz time-domain spectroscopy (THz-TDS) was employed to investigate the picosecond intermolecular dynamics and hydrogen-bonding networks of aqueous acetic acid solutions. To resolve distinct relaxation processes that standard macroscopic spectra cannot explicitly reveal, a Debye-model-based fitting algorithm was implemented to extract double-Debye relaxation parameters across a broad concentration range. While the complex permittivity exhibits a monotonic concentration dependence, the extracted fast relaxation strength Δε1 and relaxation time τ1 reveal a distinct non-monotonic turnaround at approximately 70 vol%. This anomaly reflects key microstructural transitions in the hydrogen-bonding network, establishing these Debye parameters as sensitive, quantitative tracers for structural variations in liquid mixtures.
