The comprehensive utilization of secondary mineral resources is a major technical and economic policy in China at present. Based on the sustainable development theory and its views, this paper conducts a comprehensive study of the features of China’s mineral resources, the current situation and existing problems of their utilization, and offers related suggestions from such aspects as legal system construction, management methods and technology. The results show that the depletion of mineral resources in China is a dynamic process of continuous, excessive and fast exploitation and consumption, which will inevitably affect the survival and development of the next generation. The resources are so limited and scarce that we have to develop and utilize secondary ones in depth and breadth. To accomplish this historical mission, sound laws and technical standards system, a comprehensive policy support system and innovative technology development system should be relied on.
