[2I03]A Research on Required Time to Convocate Personnel to Establish an Emergency Response Center in Nuclear Power Plant

When a serious accident occurs at a nuclear power plant, it is necessary to set up an emergency response headquarters within the plant in order to prevent the spread of the nuclear disaster, remove the cause of the accident, and smoothly carry out other necessary activities. In the Fukushima Daiichi Nuclear Power Plant accident caused by the Great East Japan Earthquake in 2011, the nuclear disaster was also responded to by the emergency response headquarters overseeing the site. When a disaster occurs during working hours on a weekday, as in the Great East Japan Earthquake, it is possible to set up an emergency response headquarters by the staff on duty, but when a disaster occurs at night or on a holiday, in addition to the staff on duty, emergency response headquarters personnel must be summoned from outside the plant, and personnel must be summoned quickly. In this study, we investigated the time required to summon personnel.
