This study focuses on the “frictions” and the “absence of care” that arise in local communities during the processes of inviting, operating, and decommissioning large-scale energy facilities—contexts that appear distant from the practice of care. Conventional dialogue practices grounded in social movement studies and consensus-building theory have not adequately addressed stakeholders’ pain or relational fragmentation, thereby allowing such frictions to persist and be reproduced. In response, this study introduces the perspective of care ethics and undertakes a practical exploration of designing dialogic spaces that can respond to both residents and technical experts, while also developing the methodologies and evaluation indicators necessary for reconstructing community-level dialogue.
