We present an optical phase modulator that has near-zero loss while maintaining high modulation efficiency by developing hybrid tungsten oxyselenide/graphene (TOS/Gr) electrodes. The TOS layer heavily p-dopes Gr, making it transparent at telecommunication wavelengths. Our complete device integrates this hybrid electrode with monolayer WS2 on a silicon nitride microring platform, achieving modulation efficiency of 0.202 V*cm with only 0.08 dB extinction ratio variation. This breakthrough opens pathways for energy-efficient integrated photonics.
