企画セッション

2024年1月1日に発生した能登半島地震に係る住家被害認定調査のため、1月12日から千葉県と市町職員の応援派遣が行われました。震災時の被害状況調査は、内閣府の住家の被害認定調査、国土交通省の被災建築物応急危険度判定、被災宅地危険度判定など、現地踏査による被害状況調査がその目的に応じて用意されています。本セッションでは、被災住民の支援に直接繋がる罹災証明書の被害程度の判断基準となる、住家の被害認定調査におけるGISの利活用状況について、発災から1～2ヶ月後の石川県珠洲市での事例について報告・考察します。<br />当日は応援派遣に参加した自治体職員とGISサービス提供ベンダーをお招きします。その上で、災害時のGIS利用の有用性と課題について、自治体応援派遣職員の視点での話題提供と、現場とGISに精通する自治体分科会ならではの議論を行い、災害支援の最前線に立つ自治体職員のGIS利用の在り方について検討します。
