With the advancement of generative AI, codified knowledge has become increasingly commoditized, while “Latent Knowledge,” which is partially externalized through questioning, is gaining importance for organizational competitiveness, public value creation, and the research foundations of generative AI. However, the externalization and sharing of Latent Knowledge involve social dilemmas such as free-rider problems, the tragedy of the anticommons, and organizational silos, all of which lead to insufficient knowledge sharing. Although the need for incentives has been noted, two issues remain: (1) the lack of a simple model that can explain these three dilemmas simultaneously, making concrete proposals difficult; and (2) limited use of insights from commons research on community-driven governance. This study addresses these gaps by constructing a payoff model for questioners and passive knowledge contributors (respondents), formalizing the three dilemmas, and identifying governance directions informed by commons research. By clarifying the conditions under which Latent Knowledge sharing emerges, the study demonstrates the importance of questioner incentives, compensation for reduced competitiveness, and lower consensus-building costs, providing a foundation for institutional design.
