AI research in real estate technology (PropTech) has predominantly followed a product-out approach, focusing on price estimation and property recommendations. Few studies address AI agent applications for preparing Important Matters Explanation documents (Jūsetsu), a core task for licensed real estate agents in Japan. This paper, authored by an AI engineer with 35 years of system development experience who also practices as a licensed real estate agent bearing legal responsibility, identifies structural barriers in information infrastructure that impede AI agent adoption. Data required for Jūsetsu preparation is fragmented across municipal governments, national agencies, and private entities, with non-standardized formats and nomenclature preventing AI agents from accessing data through legitimate means. The contribution of this paper lies in redefining AI adoption barriers as infrastructure problems through an engineering perspective, and proposing a phased transition model—including QR code-embedded structured data and My Number Card authentication—that coexists with existing workflows rather than requiring large-scale API infrastructure development.
