WO3, one of visible-light-responsive photocatalysts, was deposited directly on FTO substrates by a hydrothermal method in which the amount of oxalic acid and solution pH were adjusted. The WO3 films have a unique nanoflower-like structure consisting mainly of hexagonal phase WO3 and exhibit typical physical properties of WO3, such as a flat band potential of 0.26 V (vs. Ag/AgCl) and an electron density at the order of 1019 cm-3. The strong photo-oxidation ability of WO3 was confirmed through photoluminescence measurements using terephthalic acid as a trapping reagent for hydroxyl radicals.
