We propose a scheme for designing non-Hermitian systems based on the Jordan normal form of matrices. As an illustrative example of its applications, we show a series of 3x3 effective Hamiltonians with third-order exceptional points and pick one of them described by a symmetric matrix only with non-diagonal elements, which can be implemented by reciprocally coupled ring cavities and waveguides. We further report that such a system can exhibit an electromagnetically-induced-transparency-like transmission spectrum along the cubed Lorentzian function.
