By forming a silica-containing polymer layer on a boron nitride containing polymer layer, near 99% solar reflectance and above 0.9 average emissivity in the atmospheric window is achieved. The double layer coating is tested outdoors, and its surface temperature becomes cooler than the ambient temperature due to radiative cooling.
