The effect of carbon addition on the luminescence properties and valence state of chromium ions in Cr2O3–Na2O–CaO–GeO2 glass-ceramic phosphors was investigated. XRD analysis revealed that the precipitated phase was assigned to Na2CaGe6O14. Diffuse reflectance spectra and XAFS confirmed the reduction of Cr6+, Cr4+ species. All samples exhibited a broad emission band in the range of 650–1200 nm, attributed to the 4T24A2 transition of Cr3+. Furthermore, the quantum yield was improved compared to the carbon-free sample, indicating that carbon addition is effective in enhancing the luminescence properties.
