Smartphones and other communication devices have become widely prevalent, and RSSI-based localization has been widely applied. Previous studies have demonstrated its use for victim localization in disaster areas, and its use in UAV-based victim search is also expected. Although characterizing the radio environment is essential for reliable localization, the number of packets required has not been clarified. This study proposes a method that calculates variance as data samples increase and defines stability as the point where the relative rate of change remains below θ for N consecutive samples (θ=0.05, N=10), aiming to determine the required number of packets at each distance under simulated disaster conditions. Wi-Fi probe packet RSSI was measured at 0 m, 5 m, 20 m, and 40 m outdoors under conditions where a terminal was buried under debris, and the variance convergence behavior at each distance was evaluated. Results showed that variance stabilized after 58, 43, and 61 packets at 5 m, 20 m, and 40 m, respectively. At 0 m, variance did not stabilize, suggesting the method may not be applicable at short distances.
