In the NASA-led Artemis program, Low Lunar Orbit (LLO) is being considered as one of the potential orbits for constructing a lunar positioning and communication satellite constellation. However, the lunar surface contains mass concentration (Mascon) regions, and the lunar gravitational field is non-uniform, resulting in significant orbital perturbations at low altitudes in LLO. This causes potential errors between predicted and actual Doppler shift values used for correction purposes in communication and positioning systems. In this study, we analyze and evaluate the impact that satellite altitude has on the difference between predicted Doppler shift values based on a model assuming uniform lunar gravity and actual Doppler shift values that account for lunar gravitational field irregularities.
