6G is expected to integrate terrestrial networks (TN) and non-terrestrial networks (NTN) . In particular, in rural areas, some user equipments (UEs) cannot maintain adequate quality with TN alone due to cell-edge conditions and interference-limited performance. A key challenge is to offload such UEs to NTN (e.g., LEO satellites) via independent paths to improve the overall network quality.However, NTN resources are limited, and incorrect selection of offloading targets (e.g., including UEs with no traffic or those already experiencing good radio conditions) leads to inefficient use of NTN capacity. Therefore, this paper proposes a rescue handover (HO) mechanism that selects only the UEs truly requiring assistance, based on a composite trigger that jointly considers quality degradation (coverage) and congestion conditions. System-level simulations demonstrate that the proposed method successfully offloads degraded UEs to NTN and improves their received signal quality.
