More and more research improve that walking boosts local economic vitality and recreational walking near home reflects a region's living potential, crucial for new district development and congestion relief. Therefore, the 15-minutes walking circle concept is gaining popularity, emphasizing recreational walking near home. However, current urban planning often lacks comprehensive pedestrian behavior models, and transportation planning typically overlooks individual behaviors. This study bridges this gap by creating an individual-level pedestrian generation model based on agent-based methods. Using Person Trip Survey from Tokyo Metropolitan area, we analyze demographic groups' departure times, destinations etc., set accessibility indices within a 15-minute walking radius as key environmental variables and build an agent-based model simulates pedestrian generation. This model benefit metropolitan urban planning, especially in developing new districts and alleviating congestion.
