Regarding the relationship between Safety-II and resilience engineering (RE), the latter is viewed as an implementation strategy to realize the former. However, in the application of Safety-II, the use of good practices that are not directly related to RE is also widely practiced. We reviewed the implementation of Safety-II based methodology and attempted to systematize it with more rationality. We focused on the fact that socio-technical systems are complex systems, but the problems to be solved by practitioners are not necessarily complex problems. In systematizing the issues, we referred to the classification scheme proposed by the Cynefin Framework. We have found that appropriate problem-solving measures should be adopted according to the characteristics of the problem, and that RE is one of the options, and that various implementation measures can be systematically organized by defining the scope of RE in an extended manner.
