In this study, we introduce the all-sky electrostatic analyzer developed for the lunar rover payload project, and focus on the system functions and operation modes of the payload, as well as the preliminary data formats and data pipeline processing. The operation of the payload is divided into survival mode and working mode. The working mode is cycled through 4 sub-modes: idle sub-mode, health data acquisition sub-mode, scientific data acquisition sub-mode, and data transmission sub-mode. The survival mode is to only turn on the survival heater but not to perform data acquisition work. When the operation of the payload is in the data acquisition sub-mode, the acquisition of data is divided into 8 parts in the horizontal direction and 6 parts in the vertical direction, and 16 energy levels are generated through the electrodes with adjustable voltage, so that the electron energy spectrum data in the 2π solid angle space can be acquired.Though the control of FPGA, we have designed the preliminary packet setting of Telemetry and Command. We expect to achieve electron spectrum data acquisition on the lunar surface with the limited resources (weight: 2Kg, volume: 2U; average power consumption: 2W; data transmission rate: 20 Kbps; data storage capacity: 200 MB) and according to the format definition of CCSDS.
