Zero refractive index states in photonic crystals have been reported using Dirac cones at the Γ point. In this study, we propose a new structure with a Dirac cone below the light line on the M point, which has the same symmetry as the Γ point. In the simulation, we observed the diffuse propagation of light and the cloaking effect, which are peculiar to the zero-refractive-index state, at the Dirac point.
