To enable shorter-distance optical interconnections and applications in optical signal processing and computing, further improvements in power efficiency and performance of electro-optic modulators are required. In this study, we report the design and fabrication of a photonic crystal (PhC) resonator modulator with a capacitance on the order of 1 fF and single-mode characteristics, developed within foundry-compatible fabrication constraints. A modulation operation at 64 Gbps was successfully demonstrated.
