We propose a new circuit that utilizes the photogenerated electromotive force of a semiconductor photodiode and the charge/discharge of the electric double-layer capacitance of an electrode as an artificial stimulation technique to activate neural, retinal, and muscular activity. To demonstrate the stimulation effect, we conducted an experiment using the muscle of a medaka fish. The results showed that the circuit was driven by the light input and induced movement in the medaka fish's muscle. Thus, the stimulation effect of the proposed technique was confirmed.
