This study demonstrates that plasma discharge can occur when both electrodes are fully immersed in a liquid. The discharge is generated in the gas phase of a liquid-gas-liquid system. We compared discharge behaviors for four liquid configurations using high-conductivity phosphate-buffered saline and low-conductivity ultrapure water. Electrical and optical analyses revealed that discharge characteristics depend strongly on liquid conductivity and arrangement. This indicates that liquids function as both discharge media and active components that determine discharge mode.
