専門は健康教育学、学校保健学。博士（医学）。秋田大学教授、筑波大学教授などを経て、2020年に定年退職（筑波大学名誉教授）し、全性連理事長を拝命。2015～20年に筑波大学附属中学校長を兼務。1988～89年に米国西ワシントン大学にて研究に従事。中央教育審議会専門委員、臨時委員、厚生科学審議会専門委員等を歴任。
