We present our recent efforts toward the publication and utilization of upper-atmospheric data in Japan, carried out by the Inter-university Upper atmosphere Global Observation NETwork (IUGONET) project. In order to promote open science, we have published upper-atmospheric data that have been distributed and archived across multiple Japanese universities and institutes. To date, we have converted data obtained by ground-based observations using instruments such as magnetometers, cameras, and radars, into self-describing formats (e.g., CDF, NetCDF, FITS, etc.) and made them publicly available online. More recently, we began publishing all-sky camera images acquired in the polar-cap region in Antarctica and in the low-latitude region in Africa. These datasets become searchable by creating their metadata and registering them in a metadata database. The metadata were created based on the Space Physics Archive Search and Extract (SPASE) metadata format recommended by International Heliophysics Data Environment Alliance (IHDEA). To date, more than 1,200 metadata records have been registered in the database. In addition, a DOI registration system using the SPASE metadata has been developed in collaboration with National Institute of Polar Research (NICT), enabling relatively straightforward DOI assignment. To further accelerate the utilization of the upper atmosphere data, we have also been developing integrated analysis tools based on Python. Using these tools, users can easily retrieve, visualize, and analyze a wide variety of data without needing to know where they are stored. Furthermore, we will discuss the future prospects of this project toward the advancement of open science.
