Rapidly evolving field of moiré photonic crystals (PhCs) promises novel approaches for the control over the flow of the light. Flat band light localization is of particular interest and has been utilized for high Q-factor nanocavities and lasers. Bilayer one dimensional (1D) moiré PhCs have been a simple testbed to explore the flat band localization, which is found to be more pronounced when the distance between the two layers is precisely tuned. The necessity of precise tuning is detrimental for steadily achieving the tight light localization in the system. In the current work, we report that highly-flat bands more-robustly appear in bilayer 1D moiré PhCs by introducing staggered potential.
