We demonstrate a dielectric metasurface consisting of hollow cylindrical silicon resonators that supports high-Q optical resonances. By tuning the resonator height, destructive interference between the toroidal dipole and magnetic quadrupole modes occurs, forming a high-order anapole state. In conventional metasurfaces, high-Q resonances are typically obtained by breaking structural symmetry, causing an ideal bound state in the continuum to collapse into a quasi-BIC. Here, a high-Q resonance is achieved without symmetry breaking, offering a distinct mechanism for high-Q metasurface engineering.
