We study tunable light deflectors using a silicon metasurface mediated by bilayer graphene ribbons, which have graphene plasmon resonance in MIR range and stronger coupling with incident light compared to monolayer graphene. The device, composed of two nanopillars, uses Mie resonances to achieve light deflection. By changing Fermi energy of the graphene ribbons, graphene plasmon resonances on the ribbons are used to tune the phase shifts, changing the deflection direction or even eliminating deflection. In this study, we report the design of the deflector in bilayer graphene and discovered significant tuning effect at the wavelength of 13 µm.
