Previous socio-hydrological (SH) studies often assumed that residents’ initial flood memory was zero, even though communities usually have past flood experience. In addition, many SH models have been applied at large spatial scales, where different local flood histories are combined. To address these issues, this study applied a modified SH model to frequent inland flood areas in Nagoya City using realistic initial memory conditions and comparing results across spatial scales. The model was applied to five small-scale areas (0.04–0.05 km²) from 1993–2017 and one large-scale area (91.5 km²) from 1996–2017. Initial memory values were estimated using a spin-up process before the main simulation. At the small scale, the model clearly showed both levee and adaptation effects, while these patterns were weaker at the larger scale. The results suggest that SH model performance is affected by both initial memory conditions and spatial scale.
