In parallel with the research and development of nuclear technology in space, the U.S. is formulating the licensing process and requirements for the launch of spacecraft equipped with nuclear energy systems for the safe use of nuclear technology in space. The Presidential Memorandum on Launch of Spacecraft Containing Space Nuclear Systems (NSPM-20), issued in 2019, update and formulate safety guidelines and review processes and calls for the establishment of an Interagency Nuclear Safety Review Board (INSRB) to conduct safety reviews. In this study, we investigated and summarized trends in the formation of a framework for the use of space nuclear energy in the U.S. While the review process for launch is being established, the framework and review process for transportation in space, installation and operation on the lunar surface are still under discussion. We also conducted an analyzed of the review process and requirements envisaged for space nuclear systems, including the launch and subsequent operations.
