[1J02]Review of Advice for Environmental and Social Considerations during the Early Implementation of JICA ESC Guidelines

The Tsubasa Bridge in Cambodia, constructed under Japan’s grant aid, took approximately 15 years from the initial 2001 request to its opening in 2015. Project implementation was affected due to the Advisory Council for Environmental and Social Considerations' advice to “JICA should monitor the traffic volume whether the number follows the estimated number for a couple of years.” which substantially influenced the timing of construction. This study examined the distinctive features and specific characteristics of the advice for the Tsubasa Bridge project, as well as its relationship to similar project cases. As a result, the inclusion of the keyword “traffic demand forecast” was later cited as a good practice and influenced discussions in subsequent advisory meetings for other projects.
However, while the advice’s emphasis on monitoring demand forecasts served to verify whether projections were overestimated—thereby allowing for a delay in project implementation if necessary—it became evident that the same mechanism was not effective in cases where demand had been underestimated. In such cases, even if earlier commencement of operations was deemed desirable, the advice framework made it practically difficult to accelerate project implementation.
Consequently, it was revealed that in contexts where early project initiation is anticipated, the Tsubasa Bridge recommendation cannot be regarded as a universally applicable good practice.
