In Japan, “Science, Technology, and Innovation Basic Plan”, which is the overall direction of science, technology, and innovation policy, is formulated. The 7th Basic Plan, covering the period from fiscal year 2026 to fiscal year 2030, is scheduled to be approved by the Cabinet by March 2026. This presentation will explain this basic plan.
The Seventh Basic Plan establishes six pillars of action. The first pillar is “strengthening basic research capabilities”. This will focus on continuously creating new research fields, building international networks, continuously producing science and technology personnel active in diverse settings, and innovating scientific research through AI for Science.
The second pillar is “strategic prioritization of technology areas”. It identifies 16 emerging and foundational technology areas requiring Japan's focused attention and further designates six national strategic technology areas within these that require end-to-end support.
The third pillar is “harmonic linkage with national security policy”. Industry, academia, and government will collaborate to conduct R&D and social implementation of dual-use technologies.
The fourth pillar is “advancing the innovation ecosystem”. To ensure thorough societal implementation of R&D outcomes, the government will support industrial creation from new knowledge generated at universities and national research institutes, as well as solutions to regional and global challenges.
The fifth pillar is “propulsion of strategic diplomacy for science and technology”. The government will implement science and technology diplomacy strategically and flexibly from both perspectives: Science for Diplomacy and Diplomacy for Science.
The sixth pillar is “reforming promotion systems and governance”. To renew the science, technology, and innovation promotion system, governance reforms will be implemented within relevant organizations.
Under these six pillars, Japan will renew its science, technology, and innovation promotion system and strive to further enhance its scientific and technological capabilities.
