It has already reported that non-equibrium plasma under atmospheric pressure can produce many kinds of chemical active spisis in solution samples and induce cell inactivation and growth promotion. Although plasma jet produced from helium gas is well known, its plasma size is small and production cost is still high. By setting water as dielectric material between needle electrode and ground electrode, and using pulse electric power source, dielectric barrier discharge can be produced on the water surface. This plasma of water surface discharge can be applied to treat micro-organic and chemical materials in water, but ground electrode might induce sub-reaction with solution. In this work, ground electrode is moved below the water vessel and its effect on discharge is studied.
