The following Chatham House Rule shall apply to Special Session II: Panel Discussion with Political Leaders, held as part of the SIIEJ 2026 Opening Event.

Note: Media representatives who have applied for press coverage are also required to comply with these rules.

Chatham House Rule and the Handling of Personal Information

1. Basic Principles This panel is held under the Chatham House Rule. Participants are free to use the information, ideas, and opinions obtained at this meeting for their own activities, research, education, policy-making, or other purposes. However, the identity of the speaker or other participants (including name, affiliation, and position) must not be revealed. Furthermore, information must not be published in a way that directly or indirectly identifies these individuals or allows them to be reasonably inferred.

2. Permitted Actions Participants may quote, introduce, or utilize the information, ideas, and opinions obtained at this meeting externally, provided they satisfy the following conditions:

・Do not reveal the identity (name, affiliation, position, etc.) of the speaker or other participants.

・Do not add information that could lead to the inference of the speaker or participants.

・Do not distort the intent of the statements or significantly damage the context.

・Do not use information designated by the organizer as private or for internal use only. When quoting, please use expressions that do not identify the speaker, such as "a participant of the meeting stated..." or "the following opinions were expressed at the meeting."

3. Prohibited Actions Participants must not engage in the following actions without the prior written permission of the organizer:

・Disclosing the identity (name, affiliation, position, etc.) of the speaker or other participants.

・Publishing statements in a way that links them to specific individuals or organizations.

・Posting information that can identify the speaker or participants on social media, blogs, websites, news media, emails, mailing lists, or any other media.

・Reprinting or forwarding the content of statements, participant lists, distributed materials, or chat logs without permission.

・Recording, filming, photographing, or taking screenshots of the meeting without the organizer's permission.

・Enabling the inference of the speaker or participants by combining multiple pieces of information.

4. Disclosure Regarding the Participant Themselves Participants may disclose the fact that they participated in this meeting. However, they must not reveal the participation of others, the composition of participants, the content of statements, or any other non-public information.

5. Response to Suspected Violations If a violation or risk of violation is identified, the organizer may request the participant to provide an explanation of the facts and take necessary measures, such as deleting, correcting, or suspending the publication of the information in question.

6. Measures for Violations The organizer may take all or part of the following

measures against the participant, considering the nature of the violation, the degree of intent or negligence, the magnitude of the impact, the status of corrective actions, and any past history of violations:

・Verbal or written warnings.

・Requests for deletion, correction, or recall of public information, or requests to third parties for deletion.

・Expulsion from the meeting.

・Suspension of participation for a certain period in future meetings, training sessions, study groups, or other events.

・Claims for damages if the organizer or a third party suffers losses.

Consultations with relevant agencies or legal actions in cases where illegal acts such as leakage of personal information, copyright infringement, or defamation are suspected. In cases of serious violations, intentional violations, failure to respond to requests for correction, or repeated similar violations, the organizer may revoke participation eligibility without prior warning.

7. Agreement By participating in this meeting, participants are deemed to have reviewed the contents of these rules and agreed to comply with them.
