Founded in 2014, the Research Consortium for the Sustainable Promotion of International Education (RECSIE) was established with the aim of making contributions to the internationalization of higher education and promoting a research agenda that goes beyond the borders of our individual universities.

J. F. Oberlin University is a private university with five campuses located in Tokyo and Kanagawa. Guided by its founding principle of “fostering internationally minded individuals based on Christian values,” the university promotes a liberal arts and professional arts education that encourages students to learn proactively across disciplinary boundaries.
Through its seven colleges and graduate school, the university offers diverse learning opportunities and aims to develop individuals who embody its philosophy of “Gakujijinin” (“learning in order to serve others”), and who take initiative to contribute actively to society.

Established in 1991, our mission is to promote the healthy development of the study abroad industry in Japan by establishing ethical best practice guidelines for organizations, educating and training study abroad counselors and advisors, and engaging in various other promotional activities to increase awareness of, and further the development of a safe and rewarding environment for Japanese study abroad students. Recognized by the Japanese government as a General Incorporated Association in 2008, JAOS membership consists not only of private companies but also includes public organizations such as the Australian Embassy Marketing Office and the British Council, as well as various trade-related associations. As of 2014, total membership now exceeds 60 organizations. JAOS is also an active member of the international association FELCA (The Federation of Education and Language Consultant Associations). By representing Japan through this membership, JAOS is able to educate and promote Japanese market needs to industry providers and assist them in developing the optimal study abroad environment for Japanese study abroad students.

The Center for Global Education and Exchange promotes the internationalization of Toyo University by providing a wide range of study abroad, language study, and international exchange programs; supporting international students daily life, Japanese language, and employment; dispatching and accepting researchers; and concluding agreements with overseas universities, together with each faculty.

Tohoku University Global Learning Center plays a pivotal role in the establishment and execution of Tohoku University’s education internationalization strategy, and the promotion of international exchange activities. By actively recruiting excellent international students, developing and improving education and support programs, developing and executing a variety of outgoing overseas programs, and actively promoting educational internationalization, the center contributes greatly to the fostering of global human resources who possess an international outlook and will fill leadership positions. The center also works to strengthen ties on and off campus, contributes to the construction of the global campus, performs public-relations activities, and promotes ties with the community.

The Japan Forum for Internationalization of Universities comprises approximately 130 universities and related institutions committed to internationalization. As a nationwide platform to advance the internationalization of Japanese universities, the Forum conducts initiatives and research, shares outcomes and disseminates information domestically and internationally through collaboration with the Ministry of Education, Culture, Sports, Science and Technology (MEXT) as well as relevant organizations and private-sector partners.


OSIP (Osaka Social Impact Project) is a joint effort between Kansai University and Osaka Metropolitan University funded by the MEXT as a part of the "Multicultural Campus Project toward Social Impact" 2024–2030. Based in Osaka, the project aims to generate "CHANGEMAKERS", who will transform our society through the educational practice of collaborative learning. OSIP promotes three key results: 1) Develop a globally diverse campus that fosters learning among students from various backgrounds. 2) Both international and Japanese local students will be able to build their careers globally. 3) Initiating in Osaka, we are pioneering impactful and innovative solutions that resonate on a global scale.

In the “Positive List” of the “National Student Survey” (4th pilot survey, with responses from approximately 130,000 students at 540 universities nationwide) published by the Ministry of Education, Culture, Sports, Science and Technology, our university received the highest rating among all universities nationwide for its initiatives emphasizing high-quality education and student development. Under the slogan “It is an era when students choose universities based on their sense of personal growth,” we are undertaking university reforms aimed at delivering even higher-quality education.

Kansai University’s IIGE is one of the leading centers in Asia and the Pacific for online international education, particularly promoting COIL (Collaborative Online International Learning) and VE (Virtual Exchange) to foster future-ready global human resources. IIGE aims to expand higher education ties between Japan and the rest of the world. Using widely available technology, students and faculty work together across borders by applying the COIL method. IIGE also serves as the International Secretariat of the Japan-COIL Association, which currently comprises 55 domestic universities, 11 supporting members, and 5 International Chapter members (as of 2023).

Blended Mobility (BM) refers to “an approach to education that combines online teaching materials and opportunities for online interaction with traditional place-based education. The development of Society 5.0 human resources through a combination of online education and actual study abroad will be promoted. The project also collaborates to launch an organization called JIGE (Japan hub for Innovative Global Education) as a platform for developing next-generation international education models based on BM and promoting their deployment throughout Japan. JIGE will work on training (capacity building) for BM educators, promoting and testing the effectiveness of online international education, and developing digital certificates of academic achievement in Japan.

MEXT was established in 2001, merging the Ministry of Education, Science, Sports and Culture, and the Science and Technology Agency, following the reorganization of central government ministries and agencies. MEXT plays a crucial role to provide the foundations to promote education, S&T, academic research, sport, and maintain Japan’s presence on the global stage as the nation has few resources. MEXT also develops policies for citizens to lead rich lives and stay healthy in mind and body.

JAFSA is an association comprised of universities, individuals, and other entities including private firms as supporting members interested in facilitating the internationalization of education in Japan and around the world. JAFSA promotes and enhances excellence in international education in Japan and provides for a connection to the global community.

JAISE was established in July 1996 to actively research and study on the topics of international student education, in cooperation with several stakeholders, such as national, public and private universities, business schools, as well as Japanese language institutions. It has been designated as one of the Cooperative Academic Research Organizations of the Science Council of Japan since December 2002.

We offer short-term programs, as well as semester-long study abroad programs that can also be utilized as preparatory courses for graduate school admission. Additionally, we provide a wide range of exchange opportunities and high-quality programs, including international transfer admission systems, joint China-Japan programs, China-Japan university presidents' conferences, and Japan Study Abroad Fairs. We have partnerships with over 300 top universities and high schools in China, and over 100 leading universities and high schools in Japan. Notably, we manage the local offices of 21 Japanese universities in China, aiming to become a leading company in educational exchange between Japan and China.

As the official representative of over 500 educational institutions worldwide, including leading universities such as the State University of New York and Monash University across the USA, Europe, and popular destinations such as Malaysia, we provide free support for study abroad consultations, application arrangements to partner universities, and pre-departure guidance, covering programs from overseas university admissions after high school to credit-recognized and gap-year study abroad programs for university students.
Additionally, through the co-organization of the Overseas University Admission Fair supported by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) and on-campus international events, we contribute to universities’ internationalization while also providing information on online English courses offered by Texas State University.

SAF is part of IES Abroad, a 501(c)(3) not-for-profit organization based in Chicago since 1950. SAF facilitates student mobility between our international university partners. We provide students from China, Korea, and Japan with for-credit study abroad opportunities during semester, year-long, and summer terms across the United States, United Kingdom, Australia, Canada, Europe, New Zealand, and Asia. We offer internship programs and short-term spring/summer study tours at IES Abroad Centers as well.

The Eiken Foundation of Japan is dedicated to promoting and enhancing practical English skills by providing a variety of certification tests, including the Test in Practical English Proficiency (EIKEN), teacher-training programs, and research grants. Our goal is to cultivate learners’ abilities and contribute to the promotion of lifelong learning. In recent years, there has been a growing trend of using commercially produced English exams for university and high school admissions, and many institutions rely on EIKEN, TEAP, and IELTS, which are administered by the Eiken Foundation. To enhance convenience for both examinees and institutions, we are taking steps such as increasing the range of available test dates and formats, further improving the reporting of test results, and expanding the results download system.
