This study examines how integrating circular economy principles into urban planning can drive carbon neutrality in compact cities. Using machine learning and spatial econometric models, we analyze key urban features—population density, land-use mix, and public transportation development—and their impact on carbon emission intensity. Results reveal that optimal population density and balanced land-use significantly reduce emissions, while public transit's effectiveness depends on energy transitions. Scenario simulations further show how compact development strategies can decouple economic growth from emissions. This research provides theoretical and empirical insights for policymakers aiming to foster resource-efficient, low-carbon urban environments.
